It's a time-saver technique I use. I break pages into lots of different elements that I can composite together. For this page, I think the characters' bodies were one element, the background was an element, the characters' heads (or just Brooder's mouth) was the top-most element, and Dandy-Lion's hands and neck scarf were another element. Then I just composite everything together panel-to-panel to keep a "static" camera on the shot yet have subtle gesture and expression changes from panel to panel. Much quicker than drawing 3 panels and trying to match each previous panel.
