Captain Stupendous attributes the founding of SAS to Brooder, but the sub-article says that Adam Conroy was the one who was instrumental in starting the group. I'd expect that someone as diligent as Brooder would make sure that Adam Conroy takes steps to demonstrate that he and Brooder were two separate people, and that he was throwing his social contacts in to help out the anti-social superhero, but still insist that he was working to further Brooder's cause.

You're right about the perception being that Conroy is a "social contact" of Brooder. The sidebar notes that "Conroy met with various . . . superheroes to draft . . ." Conroy, in addition to being CEO of Conroy Tech, is also sort of the press secretary for SAS. He was the public face overseeing the drafting of the laws, and it's understood that Brooder was working behind the scenes. Plus, when you see Adam Conroy next issue, you'll get a better idea of how Brooder keeps the two identities separate.

Brooder works in the shadows a lot. I could see him having chats in costume with senators and such, in their offices, without warning. That said, I'm pretty sure he wouldn't do it often, and certainly not without reason. More likely he set up meetings with them through legal contacts he was developing in Atro City and such.

No one I know. As for who he's modeled after, think Superman by way of Will Smith.
