On the flip side, the reporter could also be on the other side of the argument and is drawing attention to the loopholes in the system. But I think he's probably just a reporter doing some digging.

This is a jaded bunch, but reporters die in conflicts all the time. But yeah, lets keep Alanna alive.

Now I'm just going to sit back and admire the loopholes built into the system.

Well, the title for this story arc (issues 5-11), as well as the title for issue #11 is "Moral Consequences," so you can expect a bit of talk about repercussions at a later time.

Perhaps following the post-CrossoverKILL issue,should there be costume changes?

Riveter wearing an outfit similar in design to Mindmistress' armor?

Maybe Fusion getting some new duds as well?

Funny you mention that. There will indeed be costume changes for some characters after Crossoverkill (Issue #12 will be the first post-Crossoverkill issue), but not for Fusion. The reason for the costume changes will have to do with the story here in Fusion (especially for one character), and not because of anything that happens in Crossoverkill. The actual appearances of these new costumes probably won't be until a later issue, however. (I don't have individual issues outlined yet, but I do have a pretty big list of scenes for the final story arc.)

given that she isn't registered, that would mean that she is acting as an ordinary citizen, and comes under those laws. ultimately that means she can't be given any legal protections from her home country, only international laws and darmanian law applies to her (unless there are special agreements for americans fighting against darmar). of course this means she can request sanctuary at the embassy, and hope american courts decide her vigilante actions are justified enough to risk an international incident (politically speaking of course).

Exactly. And then the issue of self-defense comes into play. There's also the issue of the murdering groups being bands of militias and not an "official" government group. Of course, that goes out the window if the Darmarian government does send its military, as Steel Iraq-Nid warned about.

I expect that it will be a long while before Fusion is done. It's only issue nine, and EssayBee is talking about stuff in Issue 12. With a one page per week update schedule and 25 pages per issue, plus cover, that means we still have over a year and a half left to go til the end of issue 12. I'm doubting Issue 12 is the end of the run, too.

Yep. Issue #12 is only the first issue of the final story arc. I'm not sure how many issues that final arc will be, but I expect it to be in the 4- to 6-issue range. LOTS of stuff will be happening (much of which has been hinted at and slowly developing since Issue #1).
