Doesn't really matter. They're miles away from the refugee camp and on foot. Alanna and her group in the jeeps will be safe from them. But expect more problems next page.
you know the government will have to replace those helicopters, which means they will have to spend a bunch of money they didn't plan on spending. which means that they will have to cut the funding to something else, and get to blame it on super vigilante activities. which means that the more it hurts the people the more support she just gained for the anti hero movement.
but everyone needs to learn some things on their own. bob picked well, as i foresee lots of emotional drama stuff over the fallout from such actions (good tv).
Yep, there will be serious repercussions . . . but not necessarily from expected directions. But you'll have to wait until Issue #11 for that. (And there are still other big problems coming in the last 4 pages of this issue.)
Don't wanna give too much away, but I'll tell you the titles of the remaining 2 issues in this story arc: "Lines in the Sand" (Issue 10) and "Moral Consequences" (Issue 11). Draw from that what you will.
It'll have a different title, but I haven't gotten that far ahead yet--just some scene outlines. But you're right: Issue #12 will be the first issue that takes place after "Crossoverkill."
These silhouettes seem to be *NOT* carrying weapons, which implies they might be trying to avoid annoying the pissed-off super in the sky. Now, do we *REALLY* trust every single one of these trained killers to be as smart as all that, or do we later discover a concealed gun or 2...

I think the helicopter crews abandoned ship hastily. Plus they're helicopter crew and not ground troops, so they'd probably only be carrying sidearms (if anything). And they're miles from being a threat to any of the refugees: Fusion's made enough of a point by clipping their wings.
typically troops of an oppressive regime tend to be oppressed themselves, and thus tend to not take the initiative themselves very often (like continuing the attack when cut off from command and without orders to do so).
