Helicopter munitions are like police radar -- if you can see them, then they can reach you. Rockets especially, slightly less so are the high caliber rounds. To be brutal as the Darmarian government has shown itself to be, and you were attacking a group of fleeing soft targets to kill them - I'd give orders to open up at the outer range and hope to drop shots into their outer mass, sowing confusion. It would probably be a war crime - but that hasn't stopped the Darmarian government yet.
Yep. This is in the moments before an imminent attack. Plus, this is official Darmarian military instead of a militia group. Attacking from far away adds to plausible deniability on the government's part in the event of war crime accusations. (Something along the lines of, "We got word of an illegal Super attacking our people in that region, so we attacked before we could be attacked. How were we to know the group we fired on was just reporters and refugees?")
As should be apparent by now, there's no way Fusion's gonna get to them in time.

Do you remember how they killed off the Jason Todd Robin? They had an 800 number to call. For EssayBee,he'd use this forum if there's a character that no one likes or isn't working out...!
Black Rose--Yeah, I remember that. DC's EIC said he had two versions of the issue in a drawer and was waiting for the results to release one for print. Readers can be so cruel.
all RADAR is line of sight. of course ground targets are harder to discern from terrain, so maybe the helicopters are just heading to the last known position in hopes of spotting them, and thus haven't spotted them yet (not too likely given the dark green jeeps on white sand).
Looks like they need to find a spot to jump off and hide, while someone drives on with the jeeps.
