Here's page 15 of Fusion #10, and it seems Alanna smells a loophole. Will it be enough to save their skins?

Nicely done! A nice loophole in international superheroic law... the Arabian Knights are close enough to see people who need their help.
Of course, it will be argued in international courts, but there's enough room for interpretation of which law supercedes which, the ban on international superheroes, or the Good Samaritan act. Well played.
Here's hoping there is enough time for them to actually do something about it...

JustSomeGuy--Exactly. The main point of the law was to offer protection to foreign Supers who might be traveling outside of their respective region in instances of obvious acute need (stop a robbery, save someone falling from a skyscraper), but you can bet Brooder saw all sorts of potential manipulation of the law (like in this situation).

That's actually a fairly major loophole... Someone like Superman - with flight, speed, and telescopic vision - could easily sit in near-orbit and have in plain sight half the world...

DStaal--I think a strong argument could be made that the sort of situation you describe would violate the spirit of the law. Plus, it'd be difficult to argue that the "plain view" language would include super-sight powers; plus, looking at a foreign region with superpowers could be construed as espionage (or being a peeping Tom).

True - I'd want to save that particular interpretation for a *major* event. It'd probably only work once. ;)

Any more "loopholes" in the international superheroic law?

Yep. Alanna knows the rules, but there's still something she needs to do. Right now, there's no obvious distress for the Knights to defy Darmar's sovereignty. Simply seeing helicopters possibly pursuing unidentified people isn't exactly reason for the Knights to lend aid. Plus, the Knights should be completely unaware of just who's in those jeeps--it's not like Steel Iraq-Nid could've crossed into Darmar earlier--well, at least not legally (or in any sort of official capacity).
