Here's page 4 of Fusion #11, and it seems the Captain is here at Brooder's request. And, as Bob points out, it seems Brooder already knew about Fusion's thoughts from the opening pages of this issue.

Ever since they said the Captain was on the agenda, I figured it was to swear to permanently ban her from joining SAS. I hope I'm wrong, but well, I trust our elected officials to always chose the dick move.

Black Rose--No "onscreen" testimony. But there are other even worse things that Fusion's stirred up that she's not even aware of (but you will be after the next scene).

If Major Power did a low down thing by impersonating Captain Stupendous,should Fusion and the SAS set up a code word that only the Captain would know? To ferret out the clone?

Not to give away any spoilers, but Brooder's already figured out a way to differentiate between Captain Stupendous and Major Power (and his method was revealed in an earlier issue, although it won't be explained until probably Issue #13).
