The "X" designator in the file name simply means it's a Black File (off-the-record). If you look at "official" files (i.e., Gold files, as in X-Pletive's Gold File entry back in Issue #8; http://fusion.webcomic.ws/comics/218), you'll see they're marked with a "G" designator. The first 2 numbers ("02" in this case) are the SAS member identifier.
