Here's page 13 of Fusion #12, and it seems Fusion's big moment is actually a bit bittersweet.
For those who may not remember, Bob's comment about her "first emergency transformation" is a reference to page 12 of Fusion #4 (http://fusion.thecomicseries.com/comics/83/ ).
So SAS is punishment for telling everyone that SAS and frankly all super hero organizations that they should have done something earlier. This comes back to a question I didn't formulate well on the last page.
When BOB frst merged with Savon she felt intense discomfort and even threw-up. As did the pheromone guy. What I'm wondering if that changed her structure at that point. I guess my point is if she has taken any damage while not powered up. If she has then I would seriously consider not joining a very public organization such as SAS unless her anonymity has already been compromised. Joining such a group would lead to more chances for that loss, not fewer. This can be proven by the research that she herself did through the public library to discover Brooder's true identity.
Also joining a Group such as SAS would limit her ability to do good. She is an A-Level Superhero. There should be no constraints against who she can help or why. Captain Stupendous falls into a similar category. That he allows such a thing makes him closer to Captain Stupid to my thoughts. Otherwise what is the point of calling oneself a a hero!
She doesn't really have much of a say in the matter. Darmar was off limits to all foreign super beings, Fusion, being not technically affiliated with any official org, was free to break that rule.
If she doesn't join the SAS, they would likely be forced to hunt her down and find some way to make her a non threat to foreign powers one way or another.
I know a lot of people like the idea of a rogue superhero doing ACTUAL good rather than just as much good as they're allowed to, but she really looks up to these people, and doesn't want to have to hurt them.

As Adam Conroy talked a bit about in his interview, the formation of regional superhero groups was a policy put in place to protect the sovereignty of nations as well as offer heroes protection from prosecution and international permission to operate. Although regionalized, the superhero groups are all multinational, which keeps a national interest from controlling the actions of superheroes (demonstrated, in particular, with the Arabian Knights, which is composed of Arab states as well as Israel). However, in times of crisis, countries and superhero groups can request assistance from "outside" groups, and in times of planetary crisis, the U.N. can vote to drop regional restrictions, allowing heroes to operate worldwide. The superpower laws basically are a means to protect hero activity (and offer some accountability for their actions) and--more importantly--prevent any sort of superhero mobilization under a national interest.
Oh. As for your question about changes Savunn might have gone through as a result of fusing with Bob . . . There are some consequences (or at least possible consequences). I doubt it's something that'll be discussed too much, but it relates back to one of the "forbidden" things Penelope mentioned back in Issue #1.
think of it more as an agreement between a group of nations and an individual to not hunt them down and dissect them (in more ways than one) for the nation's benefit. if the U.S. wanted to hunt down fusion and dissect her there are 4 ways i have thought of while writing this, given that i don't have an insider level of knowledge of the universe that means that it is but a fraction of the ways that could be used to capture/kill her. it is also an agreement that the person in question will have some level of accountability to those nations for their actions.
Pretty ironic, she finally got her wish, but now it's more of a punishment than an achievement. I'm sure she'd rather she got her membership a nicer way.
Being a good person is a never-ending thankless job, but one that needs to be done.
She got exactly what it means. Kudos to Brooder for not sugar-coating it but she wouldn't believe Riveter's direction of things now, not anymore.
Sadly, there's no way out for her. And she may still get held accountable for Fracture's actions. And not to forget Mr. Hopeless who's now a guest of Lord Industry - which none of the guys and gals here now yet. And I bet that Lord doesn't know with whom he is really dealing.
